Install Engine.ini here:
%LOCALAPPDATA%\Dawnwalker\Saved\Config\Windows
If you want to apply this to someone else's Engine.ini file, open the file and copy the contents, paste it into another Engine.ini under the "System Settings" section. It should still work.
Make sure the ini is set to "Read Only"
